Chief Executive Officer

Mr Harder was appointed following a national recruitment process to lead the delivery of Council’s strategic priorities, strengthen organisational capability and support long-term financial sustainability across the Barkly.

Mr Harder brings more than 20 years’ senior executive experience across local government, private industry and the not-for-profit sector, with leadership roles in mining, logistics, construction and information technology. He holds a Bachelor of Commerce (Business Systems) and an MBA (entrepreneurialism) and has a strong record delivering complex projects and building long-term, sustainable financial outcomes.

He is community-focused and collaborative, with a strong commitment to inclusivity and accessible leadership.

Since commencing his role at the Barkly Regional Council in 2023, Surya has leveraged his extensive expertise and experience in project management, strategic asset management, and infrastructure development to lead his team in planning and executing outstanding outcomes for infrastructure projects. His leadership, innovation, and unwavering commitment engage stakeholders, ensuring that projects are delivered safely, punctually, and with maximum efficacy.

With a Master's degree in Construction Management from Deakin University, Surya's dedication to excellence and his profound impact on the community continue to shape the future of the Barkly Region.
